The website also provides various public records, including police manuals, audits and contracts for <a href=\"https:\/\/www.foxnews.com\/us\/chicago-inspector-general-criticizes-33-million-shotspotter-system-amid-rise-shootings\" target=\"_blank\" rel=\"noopener\">technology like ShotSpotter<\/a>, which uses acoustic sensors to detect possible gunshots and alert police.<\/p>\n<div class=\"ad-container mobile ad-h-250 ad-w-300 ad-placeholder-load\">\n<div data-iu=\"ban2\" id=\"mobile-mw-ad-ban2\" class=\"ad gam inline\"><\/div>\n<\/p><\/div>\n<p>But when Minium requested a list of the Chesterfield County Police Department&#8217;s payroll, the department redacted the names of all staff under the rank of lieutenant, more than 500 of about 530 total officers, according to Bodoh. The redacted names include new recruits, patrol officers and HR staff.<\/p>\n<div class=\"ad-container tablet ad-h-50 ad-w-300\">\n<div data-iu=\"lb3\" class=\"ad gam\"><\/div>\n<\/p><\/div>\n<p>The department argued that the officers could go undercover someday and are therefore protected under Virginia&#8217;s Freedom of Information Act, law, which exempts undercover officers. Andrea Riesmeyer to define &#8220;undercover&#8221; during trial, the <a href=\"https:\/\/richmond.com\/news\/local\/crime-courts\/foia-chesterfield-police-secret\/article_9605503e-2fc5-11ee-8c27-cbc26ed2df8d.html\" target=\"_blank\" rel=\"nofollow noopener\">Richmond Times-Dispatch<\/a> reported. Riesmeyer answered that the department employs both &#8220;undercover&#8221; and &#8220;covert&#8221; officers. Its broad definition of &#8220;undercover&#8221; includes officers who may be wearing police badges or other parts of their uniforms.<\/p>\n<div class=\"ad-container mobile ad-h-250 ad-w-300 ad-placeholder-load\">\n<div data-iu=\"ban4\" id=\"mobile-mw-ad-ban4\" class=\"ad gam inline\"><\/div>\n<\/p><\/div>\n<div class=\"ad-container desktop ad-h-50 ad-w-300\">\n<div data-iu=\"lb3\" class=\"ad gam\"><\/div>\n<\/p><\/div>\n<p>&#8220;I think that the common sense of what undercover means is that it&#8217;s somebody who has to use a cover identity,&#8221; Bodoh told Fox News. &#8220;I could imagine it would involve people infiltrating a gang and using pseudonyms.&#8221;<\/p>\n<p>&#8220;When you start to describe anyone in plainclothes as an undercover officer, that creates serious problems,&#8221; he added.<\/p>\n<p>But a substitute judge ruled in the county&#8217;s favor, stating there was no FOIA violation.<\/p>\n<div class=\"ad-container mobile ad-h-250 ad-w-300 ad-placeholder-load\">\n<div data-iu=\"ban5\" id=\"mobile-mw-ad-ban5\" class=\"ad gam inline\"><\/div>\n<\/p><\/div>\n<div class=\"ad-container tablet ad-h-50 ad-w-300\">\n<div data-iu=\"lb5\" class=\"ad gam\"><\/div>\n<\/p><\/div>\n<p>General District is the state&#8217;s lowest level of court and does not serve as a court of record, Bodoh said, so he plans to appeal the case to a higher tier.<\/p>\n<p><a href=\"https:\/\/www.foxnews.com\/media\/school-district-suspends-student-posting-memes-principal-sends-dangerous-lesson-kids-lawyers-say\" target=\"_blank\" rel=\"noopener\"><strong>SCHOOL DISTRICT SUSPENDS STUDENT FOR POSTING MEMES OF PRINCIPAL, SENDS \u2018DANGEROUS LESSON TO KIDS,\u2019 LAWYERS SAY<\/strong><\/a><\/p>\n<p>OpenOversightVA was &#8220;born out of the George Floyd Uprising in Richmond,&#8221; according its website, and Minium was an active participant in the movement. She wrote essays about police brutality, worked for a community bail fund and named her now-defunct Twitter account &#8220;antifascistsoup.&#8221; Police arrested her for conspiracy to incite a riot in August 2020, but the charges were later dropped, according to <a href=\"https:\/\/www.wtvr.com\/news\/local-news\/protesters-gather-outside-richmond-councilwomans-home-again\" target=\"_blank\" rel=\"nofollow noopener\">local news reports<\/a>.<\/p>\n<div class=\"ad-container mobile ad-h-250 ad-w-300 ad-placeholder-load\">\n<div data-iu=\"ban6\" id=\"mobile-mw-ad-ban6\" class=\"ad gam inline\"><\/div>\n<\/p><\/div>\n<p>Minium was also one of several plaintiffs who sued the Richmond Police Department, alleging officers &#8220;horrifically targeted&#8221; them with First Amendment and Fourth Amendment violations after they filmed police activities during the <a href=\"https:\/\/www.foxnews.com\/us\/protests-riots-nationwide-america-2020\" target=\"_blank\" rel=\"noopener\">2020 protests<\/a>.<\/p>\n<div class=\"ad-container tablet ad-h-50 ad-w-300\">\n<div data-iu=\"lb6\" class=\"ad gam\"><\/div>\n<\/p><\/div>\n<div class=\"ad-container desktop ad-h-50 ad-w-300\">\n<div data-iu=\"lb4\" class=\"ad gam\"><\/div>\n<\/p><\/div>\n<blockquote class=\"pull-quote\">\n<p class=\"quote-text\">&#8220;When you start to describe anyone in plainclothes as an undercover officer, that creates serious problems.&#8221;\u00a0<\/p>\n<\/blockquote>\n<p>Bodoh declined to comment on Minium&#8217;s history of activism but said that when it comes to FOIA, the requester&#8217;s identity shouldn&#8217;t matter.<\/p>\n<p>&#8220;This information is open, no matter what your purpose of getting the information, no matter what your desire to use that information,&#8221; Bodoh said.<\/p>\n<div class=\"ad-container mobile ad-h-250 ad-w-300 ad-placeholder-load\">\n<div data-iu=\"ban7\" id=\"mobile-mw-ad-ban7\" class=\"ad gam inline\"><\/div>\n<\/p><\/div>\n<p>He added that payroll transparency can be useful in rooting out fraud, nepotism and other suspicious hiring practices. For example, earlier this summer a <a href=\"https:\/\/www.foxnews.com\/us\/3-businessmen-allegedly-bribed-va-sheriff-appointed-auxiliary-deputy-sheriffs\" target=\"_blank\" rel=\"noopener\">Culpeper County sheriff<\/a> was indicted on federal bribery charges for allegedly accepting cash bribes in exchange for auxiliary deputy badges and credentials.<\/p>\n<p>Bodoh worries the Chesterfield County decision could spur similar behavior from other police departments across the state.<\/p>\n<div class=\"ad-container tablet ad-h-50 ad-w-300\">\n<div data-iu=\"lb7\" class=\"ad gam\"><\/div>\n<\/p><\/div>\n<div type=\"video\" caption=\"The DOJ approved billions in new spending on forfeiture investigations.
